Richard Clarke worked for the government for 30 years, starting in the Reagan administration. Bill Clinton appointed Clarke be the chief counter-terrorism adviser on the U.S. National Security Council.

In his book, Against All Enemies, Clarke describes in detail the administration's complete failure to do anything about Al Qaeda, starting with Clarke's urgent request on January 24, 2001 to National Security Adviser Condoleezza Rice for a meeting on terrorist threats. He met with Rice in April, and requested a high-level staff meeting on terrorist threats, a meeting that was delayed until September, only a week before 9/11.
